Ministries will work to maximize benefits from foreign recruitment law

Following a National Development Council (NDC) presentation on advance implementation planning and preparation efforts to support the Act for the Recruitment and Employment of Foreign Professionals, Premier Lai Ching-te today directed responsible ministries and agencies to step up the completion of supporting legislation and other related measures in order to maximize the benefits and effectiveness of the new law. The act will go into effect on February 8 of this year.

Seeking to engage the law’s full recruiting potential, the premier instructed the Ministry of Economic Affairs (MOEA) to build the online job-matching platform Contact Taiwan into a national-level single-window network recruitment portal. The MOEA was also directed to coordinate the resources of responsible agencies—including the Ministry of Foreign Affairs, Ministry of Education and Ministry of the Interior—to develop a one-stop shop for professional talent that unites internet functionality with measures on the ground to connect with the world and kick off a new wave of global recruitment.

The NDC explained that in the hopes of improving the employment and living environment for foreign professionals, the Act for the Recruitment and Employment of Foreign Professionals loosens regulations concerning visas, residency, insurance, taxation and retirement to encourage relocation to and residence in Taiwan. The law was passed by the Legislative Yuan on October 31 of last year and promulgated by the president on November 22. The act’s 22 articles assign responsibilities to eight central government ministries and agencies, which will steadily complete work on supporting legislation.
