Deputy Minister Kung Ming-Hsin of the Ministry of Economic Affairs (MOEA) led a “smart machinery industry cooperation delegation” formed by representatives of the domestic industry, government, and research institutes to Europe from August 25th to September 2nd, hoping to increase exchanges between the smart machinery industry in Taiwan and Europe, and also to facilitate substantive bilateral cooperation. The delegation targeted Germany and France’s strongest industries, visiting the aerospace industry and IoT startups in France, while focusing on smart manufacturing and artificial intelligence (AI) in Germany. The delegation successfully facilitated exchanges between the smart machinery associations of Taiwan and Germany, and also engaged in exchanges with the German government. Besides learning how France and Germany implement Industry 4.0 in small and medium enterprises, the delegation also signed 2 memorandums of understanding (MOUs) on international industrial cooperation, driving Taiwan-France and Taiwan-Germany cooperation in smart manufacturing and AI.
The delegation visited 10 organizations, including France’s Dassault Systemes, Schneider Electric, Airbus, and IoT Valley; Germany’s VDMA), State Ministry of Baden-Württemberg for Economic Affairs, Siemens, MAG, Cyber Valley, and Bosch Rexroth, engaging in in-depth exchanges with major companies and industrial clusters in the field of smart manufacturing, aerospace, IoT, and AI. It thereby facilitated cooperation between Taiwanese and German/French companies in the smart machinery industry.
The delegation facilitated exchanges between Taiwan Automation Intelligence and Robotics Association and Germany’s VDMA, opening communication channels between the two sides. In the future, the associations will have the chance to jointly offer Industry 4.0 courses in Asia, and cultivate professional technicians for Taiwan and Taiwanese companies. The two associations will also step up the pace in jointly organizing international certifications for automation engineers and robot engineers. As for government-level cooperation, the delegation facilitated official bilateral exchanges between the MOEA and State Ministry of Baden-Württemberg for Economic Affairs. The state is an important R&D center for the information technology, machinery, and AI industries. Establishing a government channel with the state will help Taiwan’s smart machinery industry upgrade its technologies and establish international relations.
The delegation signed two MOUs on international industrial cooperation, specifically the MOU on smart manufacturing between the ITRI and Dassault Systemes and the MOU on smart terminals and platforms between the ITRI and Siemens, injecting two new streams of energy into the development of smart machinery in Taiwan. In the future, Taiwan and Germany will jointly encourage Taiwan’s smart machinery companies to join the app market on cloud platforms and provide users with customized 3D solutions, helping companies create value and develop innovative business models. The cloud industry application module platform (SaaS) of Siemens will be integrated with the technologies of M2M smart products developed by Taiwanese companies, and solutions for smart production lines will be jointly developed. An industrial cloud platform with an open ecosystem and industrial IoT solutions will be utilized to help Taiwanese companies more quickly adopt digital factory applications.
Deputy Minister Kung indicated that Taiwan’s high-tech industry has mainly focused on hardware over the years. Following the arrival of the digital era, the MOEA’s current direction and strategy is to gain soft power on the foundation of Taiwan’s hard power. In the light of this, the government is accelerating the industry’s development towards smart manufacturing through the Smart Machinery Industry Promotion Program, and is also building a new ecosystem in Taiwan’s smart machinery industry to help the industry face the challenges of global competition. The technical exchanges between industries in Taiwan, Germany, and France facilitated the connection between Taiwan’s industry, international smart machinery manufacturers, and industrial clusters. This will help Taiwanese companies enter international supply chains, and develop smart manufacturing solutions with multinational companies, increasing their influence in the international market, while creating new momentum for the next wave of growth in Taiwan’s machinery industry.
